Question about buying Linden Dollars

When I try to buy l's thru paypal i get an error saying could not charge my account please try again. Anyone else seen this? Is the marketplace down right now? Also, I was wondering about putting USD into xstreet, can I then turn those USD into Lindens to use in-world and if so, how long would it take before I could get them?

There were some problems with money transfers not showing up in Xstreet which it could have been related to?
