I rented a apartment and the functions only seem to work when the owners are in the apartment.

I rented a apartment and I am limited functions that was suppose to come with the place. I cannot use the bed or the functions in the hot tube room unless the builder or owner is present. I feel like I need my money back this is the 2nd day for this. I have discussed and spent the whole day trying to make it work when they are not around. What can I do. and the bed is not acknowledging my ava in the apartment.

This is a long-standing issue in SL, to do with building permissions on group-owned land.   See jiras SVC 3145 ("group ROLE permissions only work for scripted rez when owner online") and SVC 6686 ("parcel build permissions needs whitelist").

If it is possible and the owner is prepared to do it, deeding the bed and hot-tub  to the group that owns the land should fix the problem.  Otherwise, you and the owner have just run into a limitation of SL, I am sorry to say.
