I have several bots running on low impact viewers - but lately have found them all crashed with the message NETWORK TIMEOUT - is this a SIM probelm or viewer problem or somthing elese?

The Lab is changing API's and communication protocols. Your 'low impact' bot controllers may not be that low impact any more. Restart your router/gateway to make sure you haven't created too many connections for it.

It may be a matter of which region your bots are in. The Sunshine project just rolled to the RC channels.

HTTP stuff has been enabled on a number of RC regions.

There have been changes in how regions download and cache. If the controlers are  not adapting, that could be the problem. If they log events, you may find the cause in the logs.
