Can't buy lindens as i always did . And i m using still the same method -paypal . what can i do ?

A temporary solution is to buy L$ through one of the Authorized Resellers instead of the LindeX.  A better long-term solution is to call the Linden Lab billing office and ask them to help you find an answer.
