If the land is marked for sale, you can buy it, whether it is owned by Linden Lab or a private resident.  It will tell you the sale price and availability in About Land.  As soon as you buy land anywhere, Linden Lab knows immediately, and you begin being charged land fees.  Your Premium land fee waiver will pay for the first 512 sq m worth of land fees automatically.

Before you buy land, I suggest  reading a couple of Knowledge Base articles:

http://community.secondlife.com/t5/English-Knowledge-Base/Managing-your-parcel/ta-p/700113

Then, I strongly recommend that you take Lindal Kidd's free class on Land Ownership and Management, offered this evening and every Friday evening at 5 SLT at Caledon Oxbridge University in world.  You can save yourself a lot of headaches and embarrassment later by understanding the process up front.
