Why does my friend receive email notifications from everyone except from my IMs?

No, "following" has nothing to do with it.

He may just be getting "capped"...you can receive a maximum of 25 emails and notifications before SL will stop sending them to your email.

Or maybe for some reason your IMs (and possibly others) are going to his junk email folder.  Ask him to check there.
