Use own car in public land

most land will have an autoreturn timer set. Your car will be returned if you leave it parked for more than that time.

Only way around it is to be in the group that owns the land (usually) and have the right role in that group (as then the autoreturn doesn't apply to you).

The overwhelming number of places that allow vehicles are the same way because a lot of people don't clean up after themselves before they leave the sim.  They crash or park their vehicle and leave it.  The owners then have to check the sim frequently to find them and return them or the sim becomes junked up and other people can't rez their vehicles because available prims get all used up.

jwenting is right about the groups but it is rare that you can get a tag for them as they are usually reserved for the owner and their staff although some sims allow regular patrons or VIP's to join.  You can check though by seeing if the land is group owned, then looking up the group and reading the charter to see if it says how to get an invite to the group.

Most driving places have relatively short auto-returns because  people love to just teleport out and leave a stack of vehicles there.

Best to just get used to knowing where the rez zones are.

But... frankly, if it has rez zones, and not rez anywhere, its probably not intended for you to be driving around in even if it looks like a modern city. The exception being mainland linden roads - but they limit the rez zones to one per sim in part because they used to have no rez zones until pressured on the issue, and in part to keep people from using rez-anywhere to leave heaps of trash all over the roads in front of folk's land.

And for mainland roads - having a single rez spot per sime works fairly well as drivers tend to tour through on long site seeing voyages rather than stop at multiple 'addresses' on the same block.
