That's a very good question. If you are very far away from San Francisco, you may not be able to do much at all. SL residents in Australia and SE Asia often have a terrible time. So do some in Europe who have problems with local ISPs. Aside from being sure that you are not using wireless and that your router and modem have been rebooted recently, there's not much you can do if that's the problem.

Question: Has anything changed with your ISP in the past 2 weeks? Did they roll out any new service or programming? The error message "Waiting for Server Response" clearly points to a loss of http and / or UDP packets from the Linden Lab servers. Those losses tend to happen only in a few specific ways.

1) A router somewhere on the way to you is seeing the traffic from LL as problematic and has decided to filter it. -

[ anything new in your home network? Was the router changed out? Did your provider up or down your service? Did someone turn on PSI - packet state inspection? Did you all VOIP service? ] I've heard rumors of  smaller ISP engineers causing their filters to block LL traffic thinking the way it bursts looks too much like an DoS attack.

2) Local network packet loss [Your speed test would have shown this]

[ Your NIC interface is slowly giving up the ghost ]

3) Software somewhere on the way to you is seeing the traffic from LL as problematic and has decided to filter it.

[ Over vigilant Antivirus / Anti-malware / Anti-anything software has decided to look at each and every TCP/IP packet coming into your PC ]

4) The NSA wire tap is adding noise to your ISP's TCP/IP traffic [ Joke ]

I've also seen in Router Logs that stated that traffic from LL was blocked to non-specific address spamming. [The router PSI firmware was incorrect and the router was in a failure mode] - You have to dig to get to this determination as they only identify the origin IP addresses of the traffic being blocked.

5) If you are on a Residential Cable ISP are you at the end of the apartment block? Speedtest is only a simple diagnostic tool. You need low loss reliable packet delivery. During the next login in attempt quickly do a HELP / About Second Life and copy to clipboard. Paste the results here for us please.

You have a firewall someplace, somewhere that is blocking/preventing access to *.agni.lindenlab.com domains - This will prevent you from logging in and TPing. The actual http address is not directly referencable. The Viewer software communicates with these domains to get the individual region information to display in your viewer window. It they are not accessible you don't have access to SL.
