People can buy custom number plates as long as they fit the number plate arrangement. At the time this number plate was acquired, the arrangement was a letter (A - Z) followed by 2 numbers, followed by 3 more letters. The plate was S10LEN and the owner had put a dark screw or bolt at each aside of the top of the 1.
