Can people not logged into Second Life somehow hear a stream of live music?

Welcome to Second Life Answers. Yes, I believe its possible.  A friend of mine used to run a club in SL, and I could access the music via their Shoutcast URL. I can't remember how now, but the club owner gave me details, so I suggest you contact the person streaming the live performance, so if you aren't able to be at the venue in person, you can still hear the live performance while you are elsewhere.

Second Life doesn't do the streaming itself - whoever is performing does that.  SL just passes-on the URL of their stream to whoever is within range to hear it.

As long as you have something on your computer that can play internet radio all you need from a performer is the URL they are using and away you go :-)  ShoutCast is one of the most popular ways for people to stream things to the internet.  You might like to look at http://www.shoutcast.com/radio-players if you aren't sure you can play streams already.
