The best place to ask is in the Mesh forum, where all the people you will be asking are mesh designers. I can only tell you that I have seen occasional posts there from people who use Marvelous Designer, but not many.  Ask and see what they say.

Yes! I know a few designers. Marvelous Designer is really simple to create mesh, but you need Blender also.
You can try to contact Meli Imako, I think she uses Marvelous Designer.
