Why suddenly I can't buy Ls with my paypal account when my visa card has money in?

I'm new in SL 4 weeks old. I made a paypal account with a visa debit card that has money in. The first week Ibought Ls, and I took out of my paypal about 12.000 Linden dollars. The third week I could not get money from my account. Let through the month and now that it is October, I managed to get only 3000 Ls. Then it cancels the transaction. Can't get any more. My visa has money in. What is happening;
