I think for what your looking for your going to have to put money into second life. https://marketplace.secondlife.com/p/Furry-Dragon-White/5317025 and buy an avatar like this. Once you get it you may need to unpack it but you can just wear the contents after it's unpacked.

If your not comfortable putting real life money into second life (and most new players are not) then I suggest trying other avatars first. This is a free furry avatar starter kit. Not sure if it has the type of furry you want but it might be a start. https://marketplace.secondlife.com/p/Vespias-Furry-Starter-Pack-Male-V3/3529166 TBH most of the tfree furry avies I've seen are older or not of great quality. But perhaps a furry would know more about this then I as I only collect some and am not a full time furry avie.

In one picture you look like more anthropormophic, in the other, more like a 'feral'. It's rare to find avatars that cater to both. Your wingless look reminds me somewhat of the Isle of Wyrms spirit dragon. Only the hatchling is available on the Marketplace, but there are adult and Greater forms available at the inworld store. The Isle of Wyrms community is pretty respected among dracophiles, as I understand it.

For a more anthro look, the Kinzart Eastern Dragon or the Orange Nova Kirin might be good options.

It shouldn't be too hard to get the look you want. Especially if you go with anthro.

The headshape in your picture is more realstic than toony, I suggest Kinzart Kreetures and their dragons. Eastern one seems to be the best fit and I personally have one and its very grand.

Modding wise, you can't get full-perm textures. Instead, you will have to learn how to create your own skin and textures. There is also a trick to getting textures from modify prim items that I can show you. Skins are tough, but you might be able to get away with buying the easter dragon in white and then making the stripes a tattoo layer. Actually, I can maybe do that for you or you can get a cheap set that's tintable. I know a place.

Hair is...well hair is always tough haha.

The wings kinda look like the eastern dragon a bit. So, you may be able to keep them.

You won't get a perfect copy without tons of effort. But, you can get something that's somewhat close. You WILL have to spend some cash though. The Kinzart Kreetures dragons cost about 1,000L. But, theya re really worth it.

I would more than happy to help you out and give you TP's! Just send me a notecard or IM! : D
