On the Mini-Map you simply zoom in and out to change the resolution detail level.

The Big Map has a limit on the highest resolution that it will display. Your direct view angle is also displayed if you are present on the region being examined.  You can zoom in until you reach this resolution limit.

There's no way to change those ranges, because they are not using a scanner or radar beam.  They are using a function similar to what you would use as a LSL scripter if you looked for an avatar's position with llGetObjectDetails ([OBJECT_POSITION]).  That is, it accesses the server's own databases directly, where details about each object's location, speed, etc. are maintained.

I'm not sure why you are asking, but it might be helpful to note that at least in the Firestorm viewer, you can put colored rings on the minimap to show the range of spoken and shouted chat.  You'd do that in Preferences >>> Colors >>> Minimap.
