Question

in the past i've had no issues  with my objects and their permissions. But now  when i give someone  a full perm item of mine.. suddenly in  the receipents inventory the script says its no copy no mod no transfer.  I've rezed the item in question and changed all the perms even toggled them  and then took it back in to my inventory  but  this did not change anything.

The permissions as shown are a combination of the object's own permissions and those of all its contents.  This means if a no-copy object contains something that is no-transfer (for the next owner) it will appear as "no-copy, no-transfer".

The usual reason for permissions changing unexpectedly is the 'slam bit' (http://wiki.secondlife.com/wiki/Debug_Permissions) but you seem to have taken that into account (rezzing before changing permissions then taking back to inventory).  Do your objects contain something for which permissions change?

If not this sounds like a bug which needs reporting.
