Can I send/receive IM's from my dashboard?

No.  To send an IM, you have to be in world.  You can send personal messages from your web profile page (my.secondlife.com/Arabella.Robonaught) and you can send private messages to people here in the forums.  You can also respond to an IM that was forwarded to your e-mail, provided that you respond within 5 days, but you cannot initiate an IM unless you are in Second Life.
