No. But if you know this person in real life, you can give them money so they get their own premium account. Just keep in mind that this "gift" implies that this person will have to maintain their account in good standards, starting by providing payment info (credit card) and paying the monthly, quarterly or annual membership plan. Unless you are planning on paying your friend indefinately in RL, or willing to give them your CC number and safety digits, they will have to take on upon themselves the costs for a premium membership.

You cannot "gift" it like an item on the Marketplace...

Because Premium membership is a direct payment from your credit/debit card or PayPal. The only way you could do it would be to give your friend your details to enter into their Second Life profile but I HIGHLY DO NOT RECOMMEND THIS

An alternative method would to be for your friend to set up a payment method in Second Life whether it be a PayPal account or such and you send them the funds to set it up.

If you hand them the money and have them register, yes.  You can't register for another person, though, without committing them to the TOS.  People tend to take it lightly, but registering is a contractual agreement.  Your friend would be foolish to have you sign his name to something that he'll have to live with.

From a practical perspective, the only way to pay for someone else's premium membership is to hand the person cash each time the bill comes due.  You could do that quite literally by giving your friend a $20 bill out of your wallet every once in a while or you could take the much riskier step of using your own credit card or PayPal account number as his payment source in Second Life.

In the end, the account holder is the person responsible for paying Linden Lab and for living up to the TOS. If you and your friend are each comfortable with taking on the risk, you can do it.
