It doesn't quite work like that. If a land owner is selling the parcel next to yours, then you may certainly bid on it. Chiao is a mainland parcel and the land owners control when they want to sell and/or abandon a parcel to Governor Linden .

You may certainly purchase a parcel the size you require and then sell your existing parcel.

Who does the parcel of land belong to?  Does it belong to Governor Linden?  There are rules regarding the purchasing of abandoned land. Information about this is in the official Second Life Knowledge Base.
