Most shoes that come with mesh feet attached will have a built-in program -- a HUD -- that you use to match its color to your own skin.  Creators will often include RGB values for some of the most popular skin in SL (Laqroki, Curio, Belliza ..... ).  If yours did not come with a HUD or if you want to try adjusting the color freehand (I prefer doing that myself), then you can get the RGB values for your skin by enabling the Color Under Cursor feature in your viewer.  If you're using the Firestorm viewer, it's very easy, because Color Under Cursor is in your Quick Preferences button on the bottom taskbar of the viewer.  If you're using some other viewer, you may need to open the User Interface (UI) submenu that is in either your Advanced or Developer menu.  When you have turned the feature on, the display in tiny white numbers will appear in the lower right corner of your screen.  The numbers R, G, and B will change as you put your cursor over different spots.  (Ignore the fourth number,  That's the alpha value and it's pretty bogus.)  Matching colors is tricky and requires some patience, but if you do it right it can be very convincing.

ETA:  Oh, yeah.  You apply the color with your edit/build tool.  Select the feet, click the Select Face button and click on the skin so that you change ONLY the color of the skin, and then put your RGB values in the color picker in the Textures tab.
