That depends on what you mean.

1.  If you can't take the top off at all, you are probably wearing a newbie "moidesty skin", which is designed to keep teens from being shocked by the sight of their naked bodies.  The only cure is to pout on a different skin.  There is a good starter collection in the Library >> Clothing folder in your inventory, and yoiu can find many more in freebie shops and elsewhere in world and on the Marketplace.  My advice ..... never buy a skin without trying on a demo first.

2. If you can take the top off but it keeps coming back at strange moments, you have a version of bake fail.  Take a good lookk at the solutions here >>> http://wiki.phoenixviewer.com/fs_bake_fail . I'd make two comments in addition to the ones on that wiki site.  First, Linden Lab is about to trigger the Server Side Baking code in its servers, which will make bake fail a thing of the past, so you should find that the problem goes away by itself in a week or so.  Second, that wiki page gives you solutions but doesn't tell you how to avoid the problem in the first place.  The best advice is GET OFF WIRELESS.  Bake fail is generally caused by a weak or flaky Internet connection, and wireless is a leading cause.  Even after SSB is intrioduced, you may still have other connectivity problems unless you deal with it.
