The balance shown on your dashboard at secondlife.com is the reliable number.  The one that shows on the upper right corner of your viewer screen in world in likely to be out of sync and unreliable.  If you have checked your Transaction History and are still not satisfied that you know where your money is, you can call the Linden Lab billing team at the following toll-free numbers with non-technical issues related to billing concerns:

It might also be because your account has just been made. And there are limitations within the first 24 hours and then again in the first 30 days of what you can 'use' and transfere. (this is to avoid money laundry in SL)

If you are still not sure about it, contact the billing support team as rolig suggested.

But chances are, you just have to be a bit patient and wait for the limits to pass :)
