If the region is adjacent to existing regions that you are not affiliated with, yes you may request a move to a new grid location at the same time as the purchase. This applies to new regions purchased from LL directly and to regions purchased on the used market.

When you order a new region from LL then you can choose any available location on the grid.  You will choose when you complete the buy order.

When you purchase a region on the secondary market, which is much cheaper, you can have the island moved and renamed for free PROVIDED you put it on the ticket with the estate owner transfer request.  If you as later you will have to pay the fees. 

In both cases you can choose any open grid space.  The eight grid locations around a sim are reserved to the owner of the center sim.  So if you plan on adding more land connected to this sim or more islands that you want to keep in the same vicinity you will want to find an area where there plenty of space around you.

If you do want to move it next to an existing sim, the owner of that sim has to give permission for another sim to be touching it on the next grid space. This goes for each sim it would be touching, assuming they're owned by different people, you'd need permission of each sim owner whose land would be touching yours.
