That's interesting.  I haven't tried making a suggestion myself for a while, so I just went and looked.  The Issue Type field only offers three options, none of which is New Feature.  There's an exculpatory note under it that simply says "Some issue types are unavailable due to incompatible field configuration and/or workflow associations."  That's administrative language for "This menu is busted."  I suppose you can try submitting your idea anyway, ignoring the fact that it's being reported as a bug.  Just give as much explanation as you can so that it's clear what you are really suggesting.

Or maybe Martin will wander by, see your post, and have an idea...........

Well when I make a feature request I use the summary (title) field, to mark it with brackets: "[NEW FEATURE] Name of my idea", or "[FEATURE REQUEST] title...", but be warned that they might close the issue as 'unactionable' or similar, unless your ideas are fleshed out and described in full.
