I know that you can and how to create parcels on a ground level of a sim, but I was wondering if, on renting a sim and you had a sky platform that you wanted to rent to someone else, if this sky platform could be made it's own parcel - so own media and music rights, own security etc etc??

Basically no. A parcel is from the ground up to infinity. Parcels are vertical, they cannot be divided horizontally.

You can stack rentals though, and rent them out, but you would have to get media players for them, whatever is in the parcel media would play in all of them if they are stacked.

You could also get security systems for each one, the security perimeter would just encompass each rental and not the entire parcel.

Charlotte is entirely correct.  You can set a security system to cover a volume of space, so several stacked skyboxes on one parcel could each have their own security system.  But media is a property of the land, and only one media and one audio stream is allowed per land parcel.

Stacked skyboxes, and high rise apartment buildings, share music and media.  I know, because I own and operate one.

This concerns a lot of residents, but in practice, it has never been a problem.  It's very seldom that more than one or two people are on line and at home in their condo unit on the same parcel, at the same time.
