Can you Subdivide with build in place ?

Hiya, I'm wanting to know a couple of things. If someone can answer I'd really appreciate it. 1st question is, can you subdivide lane if a build is on it already ( ground level ) ? And the other question is, can you subdivide something in the air if it's on a sky platform ? Again, any help would be appreciated. Thank you for your time.

You can always subdivide your parcel, whether it has objects on it or not.  After it is subdivided, the objects count against the prim allowances on the new subdivided parcels, just as if you had subdivided first and then rezzed them.  A parcel extands from the ground to infinite height, so if you subdivide it on the ground, you have automatically subdivided it all the way up.  You have to subdivide on the ground, obviously, because you can't see the land tools when you are on a sky platform.

ETA:  If you want to know where the new parcel boundaries will be, so that you can tell whether your whole skybox fits in one of the new subdivisions, for example, then it's smart to rez a couple of long, skinny prims on the ground as markers.  Send them to the altitude of your skybox by changing their Z-positions, so that you end up with markers in the sky.

One addendum to Rolig's answer:  While your prims will show for each of the new parcels, you are not *limited* to the prims on them, only the TOTAL prims available on all the parcels you own in a region.  So, if I own 4096 sq. m in a region, which allows me 937 prims,  and divide it into four 1024 parcels, I can put all 937 prims on one of the parcels, leaving the others empty.
