I think that the blotter/incident thingy has always there. its been chugging away making that list since forever. the display if it just got turned off in the way back

the modern day lindens in charge of web things didn't even know it was there

then whoever  been modding the website codes for the adverts didn't know to not enable it when they came across. so they did re-enable the display bc they not have any instructions not to
