I want to transfer land from one account to another (both mine). Is there a way to avoid double tier

You will always have to pay tier on the maximum holdings for that particular charging period, so it will depend on how your avatars charging periods run, and what your alt already holds.

If your alt has got some spare tier within that particular tier level, then sell to it as soon as you can.

I would be more concerned about landbots, which still exist.  Ensure you are exceptionally careful about how you set your land for sale.  Ensure you complete the option to sell to a specific person, ie your alt.
