The owner of land in SL has a right to do with it anything they wish. As long as he's still paying for the land, he can keep whatever he wants there and have it look however he wants unless it's in violation of the ToS. If you have a landlord, you can speak to the landlord about the issue and see what he or she can do, but it sounds like you're talking about mainland, in which case, I'm pretty sure you're out of luck.

That could be considered harassment. You've already sent him an IM. Send a notecard, and if you don't get a response, he either isn't in SL anymore or doesn't want to be contacted. I can't think of a way you could get his RL email address without in some way violating the ToS (or just coming across like a creepy stalker). Someone who knows him might tell you, but they're not supposed to. It's a privacy issue. You could try submitting a support ticket or contacting Live Chat, but, again, as long as he's still paying for the land, it's still his, and he can do whatever he wants with it. Anything to change the situation will probably have to be on your end - you can derender the objects that are bothering you so you don't see them, or you can move away, or landscape your property to hide the objects you don't like, or just ignore it.
