What does it mean when a region needs to be rebaked?

It means you are on region using pathfinding, which is a recent feature. I get this button too, and it never affected any of my objects. It usually appears when you rez a new scripted item on your land. You can either press it or ignore it, it will disappear after a few seconds or minutes. Please see this threads:

Just to add to valerie's answer, it means that there are changes to the region (whether in the form of newly-rezzed objects or changes to the landscaping) that haven't yet been incorporated into the "navmesh," which is the the map of the region that pathfinding objects use to navigate.   

In effect, this means that pathfinding objects may not behave properly for the next few minutes -- if you've just rezzed something, your pathfinding cat won't yet know it's there and may bump into it.     All you need to do is press the rebake button in your viewer (anyone who can rez things on a parcel can do that0 or simply wait a few minutes for the region to update itself on its regular cycle.
