When you registered to SL did you enter the correct birth date? Are you logged in to SL when attempting to change the preferences? There is no longer an age verification process so whatever date you entered when you registered is what is taken into account.

If you registered while you were not already 18 years old and now can't change maturity after you turned 18, I'll suggest you file a support ticket: https://support.secondlife.com/create-case/
