I had 512 sqm and I wasn't paying tiers until I bought another 512 plot, now I have again only 512 sqm but they want to charge 5 us$ monthly. Why? its that new? I ONLY own 512sqm should be tier free

You get charged for how much land you own per billing cycle, even if you only owned it for one second. 

So, if you had 2 512's and then only had one, if you had the two for any amount of time in the billing period, they are going to charge you for the full 1024.
