You'll always pay SOMEONE a recurring fee for land in SL. If you go premium you'll pay LL directly every month for land you own over 512 square meters in addition to the base premium membership fee. This only works for land on the "mainland continents."

Yes, by being Premium you will pay Linden Lab directly your monthly land usage fees. Your first 512 will be tier free, after that you will pay according to your land usage.

Just for completeness, read the description of your options for renting at http://community.secondlife.com/t5/English-Knowledge-Base/Renting-land-from-other-Residents/ta-p/1420695 .  You may not want to rent from a private individual now, but it's good to know the advantages and disadvantages in case you want to go that route later.  There are plenty of us who have never been Premium members and have always rented on private sims.

Yes, you can.  Here's what you would do.

1.  Have a payment method on file.

2.  Sign up for a Premium account.

3.  Use Search or the Map to find a 4096 sq meter parcel of Mainland for sale.

4.  Purchase the parcel.  It may be Abandoned land owned by LL, or it may be being sold by another resident. 

5.  Once you buy the parcel, you will pay $25 per month in tier, directly to LL.

Note:  Because your Premium membership gives you 512 m2 in free tier, you could actually buy land up to 4608 m2, without increasing your tier level.
