That depends on what you mean by a "Mesh Avatar".  If you mean, "will a shirt and pants texture wrap to fit a Lion mesh avatar", then the answer is no.

If you mean, will the clothes fit one of the "standard" shapes developed to make it easier to make mesh clothes that fit, then yes.  Those standard shapes are simply regular SL avatars sized with the appearance sliders.

On the other hand, a Lion or otther avatar made from mesh objects is NOT the same as a regular SL avatar.  Think of it more as an avatar attachment, like one made of regular or sculpted prims.  You cannot put clothing layers on it.

Your standard, out-of-the-box, straight-from-the-factory, LL-issued avatar is a mesh avatar.  Even if you are wearing a bunch of prim attachments that make you look like a robot or Barney the Purple Dinosaur, you are using a mesh avatar.  The system clothes that you can make when you are in Appearance mode are all just textures that are designed to fit the UV map for the standard LL avatar.  That's true for all system clothing that you buy in SL or on the Marketplace, too.  Clothing designers who make system clothes (blouses, pants, stockings, gloves ...) start with the default avatar UV map( for example, Linden body and clothing templates ) and then "paint" on it to make their clothing.  If they wanted to make system clothing for non-standard, custom avatars, they would have to start with different UV maps.  So.....  If that's what you mean by "non-mesh clothes", the answer is no.

The same is true for prim or sculpty attachments like hats, shoes, belts, flexi skirts, and body armor.  They are designed to fit the standard, default LL avatar.  You might be able to stretch them to attach to a non-standard avatar, but don't count on it.
