You don't. There is no provision in the software to charge periodic fees. You can charge a one time fee to join the group. I suppose you could set up a kiosk system and require group members to pay it once a week, like a property rental.

You could try using a rental box. You would need to manually remove Members from the Group if they do not pay.

Members could purchase a Group owned object, rezzed at the Group land, or at Market Place.

Your fee could be Monthly. The enrollment fee.

When a Member's fee is due, you send them a Notice, remove them from the Group, and immediately send a new Invitation.

The big problem you will face is that a weekly fee is contrary to what people expect in SL.  Groups are charged fees when a service is provided, not in anticipation of a service.  If a group pays L$30 a week for listing an event, for example, members are each charged a share of that L$30 after the group has been charged for the listing.  If you set up something like a rental kiosk, the L$ you collect will go into your personal account (because there's no way that a group can store money itself)  to be saved for future expenses.  People will want to know exactly where their money is going, and may well suspect that you are mxing it with money of your own.  You'll have to come up with some very transparent accounting system.  There are many good ways to do this, but you really need to think them through before you get started.
