The private region needs to be restarted. Ask the estate owner or manager to do this. If nobody can access the island, the estate owner can call Concierge Services or if you or anyone else involved has Premium membership, contact Live Chat and request a restart. If a restart fails to rectify the matter it could be the server its on needs to be rebooted.

Anyone can report a region offline.  You don't need to be a sim owner or manager.  I've encountered this behavior several times --- unable to enter a sim that appears in map view and reports as in service if you check stats with a LSL script, but is physically missing.  File a support ticket under the category Land & Region >> Report a Region Off Line and explain the situation.  LL technicians usually respond within 20-30 minutes.
