It would help if you would first start by Googling how to sculpt and search here on the SL forums and Youtube this very question. Before you learn how to sculpt something as specific as skirts in Second Life you will want to learn how to sculpt in general something basic. There is a free program Blender that is used as well as many other paid programs like 3D Studio Max, ZBrush and others. All are a challange to use espicially for a beginner so it is not as simple for someone to answer you in a short answer on how to sculpt a skirt.

If this is something you are in fact serious about then you will want to find a sculpting program of your choice and you will want to learn that first. There are numerous of great tutuorials for Blender on Youtube if you are more of a visual learner. Blender Cookie is also another popular tutorial site that is good to check out. If you chose a paid program (one that you have to pay for) then I am sure there are tutorials out there as well for those too.

You are going to want to do a little footwork yourself before asking very common questions that have been asked before many times. There is a wealth of information on these forums (and in the forum archives that you can reach by Googling), Google, and Youtube. Start there first with anything you'd like to learn in SL and you'll be able to find more information then anyone can tell you at once. Good luck!

There are several In-World products for sculpting...most have a listing on Marketplace.  You can create sculpts in Blender (which is free) but do need a special add-on to create/export sculpts. Like everything else, there will be learning curves, some are pretty high so be prepared to invest time in learning.

You can check out the SL wiki, which lists quite a few software resources http://wiki.secondlife.com/wiki/Sculpted_Prims:_3d_Software_Guide, but I cannot vouch how up-to-date the list is. Some are free, some inexpensive and some costly.

And, as the other posted recommended, do a google search.  There are a lot and lots of resources available on the web that are useful.

Good Luck and Happy Holidays.
