Is there anyway to tell if a person entering your area already has a certain notecard?

Basically, so they don't get spammed with another one when they re-enter the area.

No.  You can't peeer into someone else's inventory.  All you can do is ask.

Now, if they usually get the notecard from your own vendor, you can keep a record every time a new person gets a card, and then check the av's UUID against your records every time someone wanders in.  That's a lot of record keeping, but you can use compressed records to save memory.  See http://wiki.secondlife.com/wiki/User:Rolig_Loon/High-Capacity_Greeter-Counter

You could add the UUID of the avatars that you've already sent a message to a list and check the list before sending messages. BUT this will eventually crash your script when the list gets too big.

Hence the reason for storing compressed UUIDs.  That can buy you eight to ten times the storage capacity.
