permissions and textures

What is the difference of permissions of an item/wearable to scripts permission? Is there a way to find out if an item has permissions? If so how? If you delete a texture picture does that mean the item for it is deleted? If you delete a texture is there no way to edit it than?

There are 3 permissions, copy, modify and transfer. There is no difference between permissions of wearable items and that of scripts. http://community.secondlife.com/t5/English-Knowledge-Base/Object-permissions/ta-p/700129

If the the item is inworld (rezzed), right-click it and choose Edit, then navigate to the General tab. If the object is in your inventory, right-click it and choose Properties.

Even if you delete a texture from your inventory, the items made with the texture won't be deleted unless you delete those items themselves nor will the texture disappear from those items. If you delete a texture, you can't edit the texture, but you could edit the items made with the texture if you have modify permission on those items.
