i am traveling and have free internet on the army base but i cant get the region handshake to log in

Your army base most certainly (and for obvious security reasons) use a firewall that prevents you from login to Second Life. Not sure they will be enclined to reconfigure their firewall for you... 

Waiting for region handshake

The "Waiting for Region Handshake" message occurs when the Second Life Viewer does not receive an acknowledgement from the server.  The usual cause of this error is a firewall blocking UDP packets. Reconfigure your firewall to resolve this problem.
