Why am I being followed every sim I go to by bots of the Universal Gameroom group?

I cannot answer all your questions. But a friend had this problem a few months ago. My friend sent  a notecard to the founder of the group ( Nawak Acoustic ) explaining the problem and the issue was finished in a couple of days. You can try, who knows.

You seem to be doing all of the right things so far.  I think it's time to start filing Abuse Reports on as many of them as you can.  Take photos each time you encounter them (be sure that you set the photo options to show your user interface, so that the name of the sim and all hover tags are visible), and include those in your AR.  I think the proper category of violation is Harrassment. Reference Community Standards, sect 2.
