There are some signs that flash all their lights on and off at the same time, and there are others that have lights flash on and off at different times, so they dance around the edge of the sign. Those are details, though. The simplest way to do either one is to make a set of textures that show lights that are bright in some textures and dark in others. Then write a short program that uses the LSL function llSetTextureAnim to flip from one texture to another. That method uses very few prims, only one script, and doesn't take a lot of skill to do. You can also write a script to flash the glow property of a prim on and off, or the "emit light" property.
