Question

In the steps that you listed,  you did not mention that you linked them. After the selection of both prims. Hit ctrl-L to link and then you should be able to change the parameters

To be completely clear, the missing step that Dilbert correctly identifies is between your step 6 and step 7.  Your step 6 selects the object to be linked.  Dilbert's extra step actually links them.

To add to the previous correct answers...

Why are you taking the object into your inventory at all?  It is much quicker to do this:

1.  Rez a prim.

2.  Hold the SHIFT key and drag the prim using one of the colored arrows.  The original prim will move, leaving a copy of itself behind.

This is known as the "SHIFT+Drag" method of prim creation, and it's very powerful.

Now, with one of the prims still selected, hold SHIFT and left click the other one.  Hit CTRL+L to link the prims.  Remember that the LAST prim you select will become the "root prim" of the linkset.  Choosing the correct root prim can be important in terms of later positioning or rotating the object.

I couldn't imagine why they would unless permissions set on one of the objects to "no mod" this would create a problem with linking as well as editing
