That is a huge topic.  You will find a good list of starter tutorials at http://wiki.secondlife.com/wiki/Clothing_Tutorials .  My all-time favorites (a little dated now, but still great for a beginner) are Natalia Zelmanov's.  If you Google "Second Life clothing tutorials", you will find stacks of others.

For mesh, again, start with the links at http://wiki.secondlife.com/wiki/Mesh to get a feel for the Second Life context, and thn begin working with Gaia Clary's tutorials on the Machinimatrix site.   Dig around the menus on that site to find all of them.  If you go to blender.org, you will also find many tutorials at different levels.  None are specific to Second Life, but you need to develop your basic Blender skills before you start working with things for SL anyway.

ETA:  You can buy textures from many merchants in world, but to fit them to your own work you will need to develop your Photoshop skills.  As you do that, you will discover that in many cases it's easier (or at least more creative and fun) to make your own textures.  Go to your neart bookstore and spend an hour or so thumbing through Photoship "how-to" books.  There are dozens of them, so just find one that matches your own learning style.

To add to Irene's reply:

A link to the SL knowledge base.

http://community.secondlife.com/t5/English-Knowledge-Base/Creating-clothing-and-tattoos/ta-p/700055

Information in the link is basic, the foundation.

Having an understanding, of how to make clothing, using only basic tools, will make you a better clothing designer, in the long run.
