Anything set to phantom can be walked through, and if you're trying to build on/in it, you'll just fall right out. It might not be pretty when you are looking at transparent mode, but if you make some walls/floors around the area's you'd like to live and set them to transparent, you won't see them and be able to walk on the floating island.
