It doesn't look like Linden Lab is going to address the Pathfinding-induced llApplyRotationalImpulse problem any time soon, according to the current priority status of this Jira ('Unset'):

Is there anyone out there who experiences similar in-world problems with their products using llApplyRotationalImpulse? Could you list them here? (And vote for the above Jira?)
