Account password and email

My original account has been hacked and that scumbag not only changed the password and the email.To who I must talk or what I must do to restore it?

You must immediately submit a support case to LL. Use the category that your account has been compromised, and they will instantly put it on hold and give you further advice.

Once you get things straightened out...be more careful about opening links that you get from strangers.  "Phishing" by sending victims to a website that looks a lot like an official Second Life site has become quite popular lately.  I suggest that you do not log in to any Second Life web site you get to by clicking a link someone else gives you!  Browse to the site manually and log in.
