I cant turn on the voice chat on my parcels.

I have 3 Parcels and i cant turn on my voice chat on all 3 off them. Did Linden turned that off?

No, but the sim owner may have turned off voice for the entire sim.  If so, you can't reverse it at the parcel level.  Also, whether you can activate voice may depend on the abilities you have within your group, if the parcels are group-owned.
