You may be wandering past a series of local light sources.  OpenGL, the graphics protocol that SL uses for rendering scenes, restricts each viewer to seeing no more than eight light sources at a time.  SL uses two of those itself, which leaves only six that we can use for everything from streetlights to facelights.  If you walk through an area that has more than six different sources of light, therefore, you will see only the ones that are closest and brightest.  Others will fade or brighten as you pass them.  As a result, you'll get some weird shading on your skin or other objects around you.  There's not much you can do about it other than wear your own garish facelights to drown out whatever is around you --- and then you'll just be annoying everyone else.
