I have purchased land, how do i get a land manager or estate manager?

Before buying more land, you should get a clearer understanding of how land works in SL.  I teach a class on land basics every Friday, at 5 pm SL time, at Caledon Oxbridge University.  It's free for all who wish to attend.

To answer your specific question:  The tier levels, 75.00, 125.00, and so on, only apply to Mainland.  You can have as much land on the Mainland as you want, but you will not have an "Estate", or some of the special privileges that go with owning a private estate.  These include greater terraforming limits, ability to change land textures, ability to restart the region, ability to assess script impacts in more detail, ability to name your region(s), set Maturity Levels, and appoint Managers.

If you want these land management powers, you need to buy a private estate region.  This costs $1,000 USD, and the monthly fee is $295 USD.  About 80% of the land in SL consists of private estate regions.

If, on the other hand, you simply want to have an assistant to manage your land, you can do that any time you want.  Just hire a manager!  Give them whatever powers you think they will need by creating a Manager role for them in your land group.  These powers will most likely be:  Freeze, eject or ban avatars; rez objects; return others' objects; change land settings; terraform; change media settings; remove people from group.
