If "developed or undeveloped land" means this: https://land.secondlife.com/en-US/ that is the more expensive land, it's a whole Private Region (you don't need a Pfemium account for to buy a Private Region). See about different lands and buy/rent land in this KB article: http://community.secondlife.com/t5/English-Knowledge-Base/Buying-land/ta-p/700043

PS. I think you should to know better Second Life before you buy land or start a project, just my opinion :)

It's wise to learn how Second Life works before you go investing a lot of money into features that you may not need.  You obviously need an account because there's no other way to enter SL, but it doesn't necessarily need to be a Premium account that you pay for.  Review the descriptions of Basic and Premium accounts to see what the benefits of each are >>> http://community.secondlife.com/t5/English-Knowledge-Base/Accounts-overview/ta-p/700019 .  If you think that you need land, I'd recommend renting on a private estate for a while to see what owning land entails before committing to a longer-term arrangement.  Learn how to navigate and manage your belongings, how to communicate, how to create things, and -- most important -- learn the culture.  If you were planning to set up a training institute in some foreign country in RL, you certainly wouldn't walk in on the first day, buy a huge estate, and open up shop without learning the local language and customs.  This is no different.
